Why Passing the Test Isn't Enough: The Hidden Complexity of Global Battery Certification

“Meeting your device’s requirements” refers to electrical performance (whether it works), while “certification” is about market access (whether it’s allowed to be sold). The former is a hardware specification; the latter is a legal passport. They operate in entirely different evaluation systems.

Specifically, the same battery model needs multiple certifications that are not interchangeable for three fundamental reasons:


1. Sovereignty and Legal Boundaries (the “Visa” Logic)

Certification is essentially a mandatory market access barrier imposed by each country or region. For example:

-China requires CCC (Compulsory Product Certification).

-The U.S. requires UL (typically referenced by law).
-Japan requires PSE (diamond or circle mark).

-Europe requires CE (though self-declared, it carries legal liability).

 

This is like one person needing a U.S. visa to enter the U.S. and a Japanese visa to enter Japan. Even if the person (the battery) is perfectly healthy and qualified (good electrical performance), the U.S. visa officer will not let them in just because Japan issued a visa. Sovereign states do not recognise the equivalence of other countries’ administrative oversight – that is the basic legal principle.


2. Different Test Standards and Judgement Criteria


Although many certifications are based on IEC (International Electrotechnical Commission) standards, each country has its own National Deviations.

 

Grid differences: The U.S. uses 120V/60Hz, China uses 220V/50Hz. If the battery involves a charger, EMC (electromagnetic compatibility) harmonic tests differ.

 

Environmental rigour: Japan’s PSE imposes stricter details on forced discharge and thermal abuse tests; India’s BIS adds extra insulation requirements for hightemperature and highhumidity conditions.

 

Failure criteria: For the same temperature rise test, European standards may allow 75°C on the surface, while U.S. standards may require below 65°C with a stricter fireenclosure rating (5VA vs. V0).

 

3. Certification Applies to “Factory + Product”, Not Just the Model

Certification is not just about testing one sample; it is tied to the manufacturing site (factory audit). If the same battery model is produced in Factory A with a UL certificate, and then moved to Factory B, the UL certificate becomes void immediately – the factory and quality system must be reaudited and retested. So, even if the product design is identical, as long as the production line, quality control system, or critical components (e.g., cell supplier) change, each country’s certification must be obtained separately.



Why does it sometimes feel like “they all meet the requirements” anyway?

That is because of the CB Scheme (IECEE mutual recognition system). If a manufacturer first obtains a CB test report (basic safety), applying for national certifications can waive most tests – only the “national differences” need to be supplemented. However, each country still issues its own certificate with its own country code and unique number, and these certificates are independent and not interchangeable.



A stark example:
If a battery is made for a domestic Chinese phone (only needs CCC) and exported to the U.S., it must obtain UL. Even though the electrical parameters are identical, U.S. Customs will detain it without the UL mark – it simply doesn’t care whether it has CCC, because the CCC mark carries no legal weight in the U.S.



So, when you see a battery covered in logos (CCC, UL, CE, PSE, KC, etc.), it’s not redundant waste. It’s not about optimising performance – it’s about being legally allowed to be sold in each destination market.
